Original God controls everything on Earth. He controls what Shiv can do and cannot do on Earth. Shivji is completely bound. Indians do not even think anything higher than Shiv. Their brain patterns are ingrained with limited knowledge which prevents them from thinking higher. Otherwise, ask yourself why is there so much poverty and begging in India. Why is there so much corruption in India?
